Environmental policymakers and regulators are often in the position of having to prioritize their actions across a diverse range of environmental pressures to secure environmental protection and improvements. Information on environmental issues to inform this type of strategic analysis can be disparate; it may be too voluminous or even absent. Data on a range of issues are rarely presented in a common format that allows easy analysis and comparison. Nevertheless, judgments are required on the significance of various environmental pressures and on the inherent uncertainties to inform strategic assessments such as “state of the environment” reports. How can decisionmakers go about this type of strategic and comparative risk analysis? In an attempt to provide practical tools for the analysis of environmental risks at a strategic level, the Environment Agency of England and Wales has conducted a program of developmental research on strategic risk assessment since 1996. The tools developed under this program use the concept of “environmental harm” as a common metric, viewed from technical, social, and economic perspectives, to analyze impacts from a range of environmental pressures. Critical to an informed debate on the relative importance of these perspectives is an understanding and analysis of the various characteristics of harm (spatial and temporal extent, reversibility, latency, etc.) and of the social response to actual or potential environmental harm from a range of hazards. The idea that sport has been drawn into helping build a collective identity around the nation‐state, particularly in the immediate ‘era of independence’ after 1945, is well documented. However, it is only recently that sport has been linked to notions of moulding what we term here as ‘pan‐European identifications’. It is our argument that there are two distinctive forms to such identification. The first posits a tangible notion of identity based around territories such as nation‐states. Sport assists in this process through ‘official’ policies, such as declarations, reports and statements by the European Commission and other pan‐European institutions. The second form recognizes that increasing transversal interactions weakens ideas of territorialized identity, resulting in a looser ‘sense of belonging’. Sport helps craft identifications here in an informal manner through pan‐European sporting competitions, such as the UEFA Champions League and 2004 European football championships. This article is structured to look at both forms of this sport/identification interface whilst also considering the complex nature of sport and identity by explaining how sport can simultaneously erode such identifications. 相似文献

This study reports the friendship experiences and aspirations of adults with intellectual disabilities. The findings of a larger study were reviewed by an expert group of self-advocates with intellectual disability. The expert group confirmed some of the interpretation of the original data and expanded on issues. Friendship is established as an issue of concern among adults with intellectual disability. Consequently, policy-makers and service providers need to be intentional about providing support for friendships. Participants asserted a positive self-identity of being a person with intellectual disability and how this could be a basis for friendship. Also, people with intellectual disability demonstrated how they should be considered experts in their own life experience and how they can be effectively included in the formulation, implementation, analysis and review of research. 相似文献

Do polls simply measure intended voter behavior or can they affect it and, thus, change election outcomes? Do candidate ballot positions or the results of previous elections affect voter behavior? We conduct several series of experimental, three-candidate elections and use the data to provide answers to these questions. In these elections, we pay subjects conditionally on election outcomes to create electorates with publicly known preferences. A majority (but less than two-thirds) of the voters are split in their preferences between two similar candidates, while a minority (but plurality) favor a third, dissimilar candidate. If all voters voted sincerely, the third candidate — a Condorcet loser — would win the elections. We find that pre-election polls significantly reduce the frequency with which the Condorcet loser wins. Further, the winning candidate is usually the majority candidate who is listed first on the poll and election ballots. The evidence also shows that a shared history enables majority voters to coordinate on one of their favored candidates in sequences of identical elections. With polls, majority-preferred candidates often alternate as election winners. 相似文献

This article reports the development of a scale for evaluating family therapist skills. The scale includes ten items within each of five skill categories. All items were found to discriminate significantly between videotaped segments of effective and ineffective family therapist skills. Also all skill categories discriminated significantly between experienced and inexperienced family therapists. The interrater reliability and internal consistency of the categories were also judged to be acceptable. Suggestions are presented for uses of the scale in therapist training research. 相似文献

This study explores the interconnection between two seemingly unrelated problems: unaffordable home energy bills and poor educational attainment. The study goes beyond the self-evident observation that if hungry children make bad students, cold children would make bad students as well. Instead, the study focuses on the well-documented relationship between frequent household mobility and poor educational attainment. Looking specifically at a group of low-income households in Missouri, the study evaluates to what extent, if at all, unaffordable home energy bills contribute to frequent household mobility and, therefore, by extension, to the educational problems facing students in those households. 相似文献
